In brief

The Reduced TVA at 5,5 % (instead of 20 %) lets you buy your main residence in new build in ANRU or QPV zone (or within 300 m, or 500 m in certain NPNRU neighbourhoods), subject to income and price conditions, and with a 10-year holding period. It is can be combined with the PTZ.

Why the reduced VAT rate

A helping hand towards homeownership

Assisted home purchase

A lower acquisition price

With VAT at 5.5% instead of 20%, new-build homes become more affordable for buying a main residence in the areas concerned.

ANRU / QPV zones

Urban renewal areas

The reduced rate applies in ANRU zones or priority neighbourhoods of the city (QPV), or within 300 m of their boundary (up to 500 m around certain NPNRU urban renewal neighbourhoods).

A new property

To the latest standards (RE2020)

You are buying a new home that complies with RE2020, with builder warranties and no works to be carried out.

Terms

The 4 conditions for the 5.5% VAT rate

1

New-build property, main residence

The property must be new and become your main residence: a purchase to let does not qualify for this rate.

2

ANRU or QPV zone

The programme must be located in an ANRU zone, in a priority district (QPV), or within 300 m of its boundary (up to 500 m around certain areas undergoing NPNRU urban renewal).

3

Income and price ceilings

Your N-2 income must fall within the social home ownership ceilings, the same as for the BRS (for example 38 844 € for a single person in zone A). The sale price is also capped: for example 4 423 € excluding tax per m² of usable floor area in zone A in 2026.

4

Minimum holding period of 10 years

You must keep the property as your main residence for at least 10 years; an early resale triggers a VAT top-up payment.

⚠️ 10-year holding period : if resold within 10 years, a VAT top-up is due, corresponding to the difference in 14,5 points between 20 % and 5,5 %, reduced by one tenth for each year of ownership.

The rate

5,5 % instead of 20 %

The reduced VAT rate applies to the price of an eligible new home, in place of the standard rate.

SituationVAT rateEligibility
Owner-occupier purchase in ANRU/QPV area5,5 %Subject to conditions (main residence, income and price caps, 10-year holding)
Standard new-build purchase20 %Standard rate

Statutory rate. If resold within 10 years, a supplementary TVA payment (difference of 14,5 points, reduced by one tenth per year of ownership). No gain is calculated here: the amount depends on the property and your situation.

The right combination

Reduced TVA + PTZ: two schemes that can be combined

For an eligible new main residence, VAT at 5,5 % and the zero-rate loan can be combined: a reduced purchase price on one side, interest-free financing on the other. Each scheme keeps its own conditions: an adviser checks that your project meets both.

Not to be confused with

Reduced TVA for owner-occupation ≠ PLS rental

5.5% VAT for owner-occupation

To buy your main residence new-build in an ANRU/QPV zone. That is the purpose of this page.

PLS (Prêt Locatif Social)

Concerns thebuy-to-let investment social or intermediate, with its own rules (rents and tenant incomes capped). Not to be confused with home ownership.

Why JL HOME

We check the zoning and income ceilings with you

Eligibility for the reduced VAT rate depends on precise zoning (ANRU/QPV, a 300 m or even 500 m perimeter) and on income and price ceilings. A JL HOME adviser checks these points, and the combination with the PTZ, before any commitment.

Frequently asked questions

Everything you need to know about reduced-rate TVA in new build

What is the reduced 5.5% TVA rate on new-build homes?
This is a VAT rate of 5.5% (instead of 20%) that applies, subject to conditions, to the purchase of a new property as a main residence located in an ANRU zone or a quartier prioritaire de la ville (QPV, priority urban neighbourhood), or within 300 m of their boundary (up to 500 m around certain NPNRU urban renewal areas). It aims to make home ownership easier for households in urban renewal areas.
Who can benefit from the 5.5% TVA rate?
Buyers who purchase their main residence in new-build housing in an ANRU/QPV zone and whose income meets the applicable income ceilings. The property price must also remain below a regulatory ceiling. Eligibility depends on the precise zoning and your situation; a JL HOME adviser checks it with you. Rent-to-own (location-accession, PSLA) and the bail réel solidaire (BRS) also qualify for VAT at 5.5%, with their own rules.
Which areas are eligible for the reduced TVA rate?
The ANRU zones (National Agency for Urban Renewal) and the priority neighbourhoods of the city (QPV), as well as a 300 m strip around their boundary, extended to 500 m around certain neighbourhoods undergoing urban renewal (NPNRU). The exact boundary is checked programme by programme.
What holding period is required?
You must keep the home as your main residence for 10 years. If it is resold or its use changes before then, a TVA adjustment is due: the difference between 20% and 5.5% (14.5 points of the price excluding TVA), reduced by one tenth for each year of ownership. Certain events (death, professional transfer of more than 70 km, unemployment lasting over one year, disability, divorce, birth…) do not trigger this TVA adjustment.
Can the reduced VAT rate be combined with the PTZ?
Yes: the 5.5% VAT and the zero-interest loan (prêt à taux zéro) are two distinct benefits that can be combined for the purchase of an eligible new main residence, provided the conditions of each are met. It is an interesting home-ownership lever, to be validated case by case.
Reduced-rate TVA for owner-occupiers or PLS: what's the difference?
The 5.5% VAT rate in accession schemes applies to the purchase of your main residence in an ANRU/QPV zone. The PLS (Prêt Locatif Social), by contrast, concerns social or intermediate rental investment, with its own rules (rents and tenants’ incomes capped). The two should not be confused: an adviser will guide you according to your project.
